This series is comprised of the loose documents which form the basis of the proceedings of the Executive Council. They were received from individuals, concerned groups, business interests, associations, institutions, members of the legislature, and government employees. They cover all areas of public and private concerns ranging from requests for business or employment, monetary or other assistance, roads and telephone service, to by-laws and reports of societies, and complaints about government employees or actions.
The series dates from 1898 to 1922 and falls into three subseries by date: subseries 1 (1898-1908), subseries 2 (1908-January 1912), and subseries 3 (February 1912-1922). A portion of each of the first two subseries had been sequentially numbered and recorded by date of hearing in the agenda books which form Series #3 of the records of the Executive Council. The agenda books may also record the action that was taken by the Council. Memos in the third subseries were unnumbered and do not appear in the agenda books.
Subseries 1 and 2 as well contain some unnumbered memos which were not recorded in the agenda books. These, along with subseries 3, have been further subdivided according to whether or not they appear in the Minutes of the Executive Council, i.e. extension .1 if they were heard by Council, and extension .2 if they were not found in the Minutes. Within the .1 extension they have been numbered sequentially by the date heard in Council, and in extension .2 by the date on the document itself.
