Horace Carver, Q.C. appointed Lands Protection Act Commissioner

A well-respected former provincial cabinet minister who was active in the drafting and passage of the Lands Protection Act more than thirty years ago will review that same Act to ensure it still meets the current day needs of Islanders, says Finance, Energy and Municipal Affairs Minister Wes Sheridan.

“Horace Carver has a great deal of experience; not only does he understand issues of land ownership, but he is someone with a proven track record of working on behalf of Islanders,” said Minister Sheridan. “I look forward to receiving the recommendations of Mr. Carver who, during the federal/provincial discussions on the Constitution during 1980-1982, strongly advocated the constitutional right of Prince Edward Island to control land ownership inside our province.”

The Lands Protection Act was enacted in 1982 to regulate the amount of property that can be held by any one person or corporation. Both the Prince Edward Island Federation of Agriculture and the PEI Potato Board have asked Minister Sheridan for an independent review of the Act.

Mr. Carver will start this review in January. He will study the existing legislation, hold consultations and determine what changes, if any, might be needed.

Biography:

Horace Carver, Q.C. is a lawyer in Charlottetown. He served three terms in the Prince Edward Island Legislature with roles as Attorney General and as Minister of Community and Cultural Affairs as well as that of Government House Leader. Between 1980 and1982, he was a Prince Edward Island representative at the Federal/Provincial Constitutional Conferences. Mr. Carver is a member of the Canadian Bar Association, the Law Society of Prince Edward Island and is active in his community, having served as a past Chair of both the Queen Elizabeth Hospital Foundation and the Prince Edward Island Rural Beautification Society.
