Commissioner on Land and Local Governance Announced

Communities, Cultural Affairs and Labour Minister Carolyn Bertram today announced that Hon. Ralph C. Thompson, former provincial court judge, has been appointed to the position of Commissioner on Land and Local Governance.

In the April 2008 Speech from the Throne, government announced that Premier Ghiz would appoint a commissioner to conduct a comprehensive review of municipal and land use and development issues.

“I want to thank Hon. Ralph Thompson for taking on this important task,” said Premier Robert Ghiz. “In his 20 years on the bench, Judge Thompson was well known for his skills in applying the law ethically and fairly. I am confident he will draw on those same principles in his new role as Commissioner on Land and Local Governance.”

The Municipal Affairs Division of Communities, Cultural Affairs and Labour is responsible for various municipal processes such as formation, elections, amalgamation, boundary changes and the adoption of official plans and land use and subdivision bylaws.

Minister Bertram said the Commissioner will conduct a thorough review of land use challenges and municipal governance issues facing our province today.

“We are committed to the future development of our cities, towns and communities,” she said. “I look forward to receiving the Commissioner’s final report and to working with our Island communities towards solutions for the future. I am also optimistic about this undertaking as a first step in moving towards an improved land use planning system for Prince Edward Island.”

Commissioner Ralph Thompson is expected to submit a report by the end of 2009, outlining recommendations to address challenges and proposed revenue measures needed to support suggested changes. The commissioner will also be tasked with providing a review of the impact of unincorporated areas on existing municipal structures.

BACKGROUNDER:

Hon. Ralph Thompson completed his formal education at the University of Prince Edward Island and Dalhousie Law School. He practiced with Campbell, Mitchell, Lea, Cheverie and Thompson. In the public sector, Mr. Thompson served as a Crown prosecutor, departmental solicitor and Director of Legal Services. In 1985, he was appointed Chief Judge of the Province Court, a position he held until 1990 and again from 1995 - 2000. Ralph C. Thompson retired from the Prince Edward Island Provincial Court on October 21, 2005
